Imperial & Soviet Navy Cap Tallies

I have a few tallies in my collection.

One is easy enough, an Imperial "Admiral Nakimov" - a beautifully made band in silk.

The other two I presume are submarines from WW2 or thereafter, any help?

Looks like two first is late 20's or early 1930's, nice pieces!

What does the abbreviation mean? I deduce "Uch" is a school and "Pod" could be for Podvodnik...
