Any idea as to the timeframe?

Article about: I picked up this Lt. Colonel insignia. The attachments made me think WW II vintage, but I am not sure. Anyway, a neat little item nonetheless. Thanks for looking!

    Those "top hat" style clutches are definitely WW II, maybe even late 30s.
