This is a US officer chaplains insignia for people of Jewish faith. These officers were trained in all faiths as well as the Christain chaplains so they could take care of all the soldiers.(last Rights) Gary

Why would the roman numerals be around the wrong way?

Hi Dan, I imagine because in Hebrew, like Arabic, you read from right to left.

    Cheers, Ade.

Hi, this style of Chaplains Corps insignia United States Military, was first instituted in 1918, but changed from Roman numerals to Hebrew numbers 9th November 1981. Ref. page 33 of Col. Frank C. Foster's book 'The Decorations, Medals, Ribbons and Insignia of the United States Army WW II to Present.
    Hope that this helps.

I knew I had a photo of this insignia being worn. The photo is post WWII but some of the GI fought in WWII. Second row second from the left the man with the glasses.
