GB Flag for identification PLEASE

Hi Again,Another flag which Has eluded proper identification and which I hope one of our members will recognise. Atfirst view, the flag looks like the upper half of a blue ensign but that is where the similarity ends.

I would describe the flag thus:

1 Of high quality bunting materiel
2 Double sided with the two sided attached to each other around the edge
3 Multi paneled
4 Hoist sleeve designed to take a flag pole
6 Unmarked
7 Leather button loop inside the sleeve foe pole attachment
8 Narrows slightly between hoist and fly
9 Quite heavy

Any ideas please????????????
