Default medal ribbon or formation sign?

another query I'm afraid, please see the attached photo of a 'ribbon' size 1.75 x 2 inches. Its made of the same material as medal ribbons but is larger and I can't find any reference to it as a medal ribbon. Its hemmed top & bottom. Could it be a formation sign of some sort?

In the photo I've shown it against a WW1 ribbon for scale.

again, many thanks for your thoughts
