Need Help, Unknown Collar Disks, 3 bar pinback

I picked these up thinking I could solve their mystery. I'll be damned if I can figure them out. Navy? WW I? Non-military? A new rank? (Like the "Corporal Captain" in M*A*S*H*). Any help would be appreciated. They are the size of US collar discs with the same type of brass.The pinback seems pre-WWII. The bars may be silver, although unmarked.
