Default Need ID for Distinguished Unit Insignia

These two enameled badges appear to be distinctive unit badges. I am not sure of their national affiliation. They were in a box us US Coastal Artillery badges, insignia and misc. embroidered patches but I could not find them in any of my sources. I know that they came out of Germany shortly after WWII. There are no backmarks on either. The large one with the inscription on the bottom is a screw post and the smaller one with the fleur-de-lis has in the center a vertical pin and clasp.

The inscription on the bottom ribbon of the larger badge appears be in a cryillic text but appears to read “In Omnia Waratus” which apparently in Latin is “Ready for all things”
