no idea what these are a real puzzle

I have never seen these before and not sure where to ask so if anyone here can help I would very much appreciate it. sorry for the pics but they keep coming out this way

I cannot positively ID it, but there is some Belgian connection:

The obverse has the Belgian national flag (black, yellow and red) and the date of the start of the Western Campaign (10th May 1940) in which Belgium was invaded.

Oddly, the illustration on the reverse looks like a caricature of Franklin D. Roosevelt to me.
