Picked this up this morning. It's a Royal Navy leading hands rate patch, it's unusual in that its white rather than red or gold. According to Rank and Rate these were phased out in 1860 apart from on the royal yachts where they carried on until the 1990s. I don't know when this dates from, but either way it's an unusual badgeRN leading hands badge
