Stenciled American Eagle on 10' Banner

Hey guys,

First off I will take better pictures tomorrow but I think these pictures should suffice for now.

I just got this banner and I don't really know what it is. I think the eagle is hand painted using a stencil. The banner is 2' wide and 10' long. I have never seen a banner like this before, I am thinking that it would have been hung at a governmental building, possibly a hallway?

It is a neat piece I am just curious to learn more about it.
