So after all the help and pointers (massive thank you)
    Here is my current thinking:

Whilst the badge was used by the post-war LAA unit (579 Light Anti-Aircraft Regiment R.A. Royal Leicestershire Regiment) that sprang from one of it's battalions in 1947, i think that during the war the badge would have been worn by all territorial units of the Leicestershire Regiment.

These being printed, im assuming that they are the WW2 examples??
here is a picture of the badge in wear:
Leicestershire Army Cadet Force Under-Officer,(taken post war?). The arm title would have read 'CADET FORCE' (blue printed on khaki). A Cadet, other than an UO, would have worn the standard 'LEICESTER' slip-on title instead.

Got this from a post by mike Jackson on the BBF

Slight variations on the Tiger were worn by several battalions of the Leicestershire Regiment in the Second World War - for example by 2/5 Leicesters, 139 Inf Bde, 46 Inf Div. The tiger was also worn to mark the linkage with the Leicestershire Regiment by 44 Searchlight Regt RA (which was later converted to 121 Light Anti-Aircraft Regt RA). 44 SL Regt was formed from 4 Leicesters. Also possibly worn by 101 Anti-Tank Regt which was formed from 8 Leicesters. Worn post-War by Leicestershire ACF (John Waring 2.F68 refers).

from 1947 again to mark the linkage.

here is a couple of photos (not mine) of embroidered examples apparently from the 579th LAA RA which have sold in the past. (photos from worthpoint)

I'm a bit late to this question that has been well answered but just to add to the weight of opinion this is without doubt Leicester Regt proper (as opposed to other users of the green tiger) and these are great especially as they are a pair because unlike some formation signs these are "handed" in that there is a left and right version. Just for anyone looking in (the posters in this thread will know for sure), the tiger faces the wearers front on each side.
