    No idea on these...guy that sold them to me said they were Fascist Italian...?

    They are a pair of rank insignia, are those used by the Austrian military. This type was in use in the Aistrian Imperial army, Austrian Army 1933-8. Then readopted in 1955-86. The rank is that of a Jnr NCO and was worn on the collar of their jackets. It is missing the six pointed star which is similar in shape to the edelweiss, the stars denote the actual rank. the color (black) would denote the branch of service (this I don't know).

    This is all the info I have been able to find.

    These are NCOīs collar tabs of the Austrian Bundesheer, Waffenfarbe, (schwarz): Panzer, (black, for tank units).

    One star: Stabswachtmeister
    Two stars: Oberstabswachtmeister
    three stars: Offiziersstellvertreter
