looks more like a brooch to me.
kremos (demetrio kremos the founder) was a jewerly in rome in fall of 1800 until first years of 900', your eagle is made in silver, is not a militar badge. curiosity the commercial partner of demetrio kremos was Sotirio Bulgari that in 1895 opened the more famous 'BULGARI jewels'
Yep, a brooch for me too and not military.
SPQR relates to the government of ancient Rome (not modern Italy) and stands for;
Senātus Populusque Rōmānus which can be translated as "The Senate and People of Rome" but as mentioned above this is not a Roman artifact but a piece of relatively modern jewellery.
It is silver though so must have some intrinsic value.
