Is there a possibility to identity the official who issued this passport?

I'm sorry, I don't think so. As for the other document you have posted, you can see the writing "pel" placed before the title "Ministro"; in a official document it means "in place of", or "for him". At that time the Minister was Mussolini, and this document was signed by some ministry officer (impossible for him to sign every issued passport!) The name could be Marini, or something like that.
