John Brandon, allow me to offer some information about the cloth patch/badge in your friend's possession. To me, the piece is most likely attributed to Libya. My quick researching for the organization "la Gioventý araba del Littorio" indicates an islamic high school in Tripoli used this name. My guess is that it was an Italian-based school for Muslim youth. The green color of your piece is in tandem with the green and gold colors used on some African uniforms of the Italian troops from the 1930s/1940s colonial period. Therefore, the patch/badge might for "la Scuola superiore islamica di Tripoli, l'Associazione musulmana" (Tripoli Islamic High School, Association of Muslims) or it might be a patch for a uniform of the Fascist youth in Libya.
