The cherry blossom stamp has the kanji 昭 which is an abbreviation of 昭和 Showa.
There were at least 6 Showa-era smiths named Kanemasa.

Agree with Ralph. But as Type 4 has noted, the saya does not look military.
Blade also has some condition issues from what I can see from the photos.

It's a full weather cover. In fabric with leather reinforced bottom instead of full leather. Not unsual. You can even found them on type 95.
As you know officers / gunzoku of officer level were offered all kind of price range for their sword. Raw materials were scarce already in 1940. All in all not every officer could have / afford a textbook gunto with metal saya, full weather leather cover. This is patriotic, material and money savy koshirae. Or just poor man's version as Nick said.
The tsuka looks textbook. The tsuba is civilian indeed. I think there were worse swords than this one in military service. No red flag here.
$800 seems fair.
