I think these are occupation era souvenirs that were put together by enterprising folks in Japan, be they soldiers or civilians. Someone raided the insignia bins of a depot and slapped on all kinds of stars and cherry blossoms to these kinds of trade patches. Sometimes you can find other patches with brass tank, balloon unit, and artillery insignia as well. They show up from time to time online for sale.

Do you think it is a legitimate patch under the embellishments?
I think all legit., if but unissued.

I did notice the stars look a lot like collar tab insignia and the blossoms, well I don't know about those. I would like an example that hadn't been molested, but these don't seem all that common.
The Worthpoint website has some examples you can find. Here are a couple examples:
ORIGINAL 2 WWII JAPANESE ROUND RANK TAB SLEEVE PATCH INSIGNIA | #1788142865
Rare Original WWII Japanese Naval Pilot Sleeve Patch With Nice Device | #1809434562

Thanks Tom. I think it will work with what I am doing. Apparently they all got the same treatment. I could take the stars off for that matter.
Thanks again for your help!
Well, I went ahead and ordered the piece. The cavalry/horse related collection continues to grow.
I would of held out. Upgrading is a pain! Too much red felt missing thanks to insects & once other insignia is removed the holes will likely show
Your sentiment is not lost on me, however, I can't find any other farrier patches. For the TR there are millions around, for the IJA, not so much it seems. I only have a small amount tied up in it, so I will look for a good one and this one will be a placeholder.
I also got a 12th Cavalry sake cup, so it isn't all bad.
