It is a commemorative plate for baseball throwing, I believe when HJ visited Japan in 1938. (Fraternization, exchanging ?)
In this case it was held at Nishinomiya Sports Arena in Osaka.
A very interesting plate.

Shindenkai does 2602 not mean the year 1942?
The badges for the HJ from 1938 had the year 2,598 as
KIGEN NISEN GO HYAKU KYUJYU HACHI NEN.
The typical badge for 1940 had the year 2600 on it! This number reflects the 2,600
years of existence of the Japanese Empire and the Emperor, isn't?
I have never heard of a HJ visit from 1942, but only from 1938 and 1940. Maybe they
planned a trip, but may have been postphoned due to the war
About the 1938 and 1940 visits I wrote an article for the "Military Advisor" from fall 2005
(vol.16, nr. 4).
