IJN blue tunic help

Afternoon gents,I was hoping I could get a translation from the tag in this tunic.Please excuse the photos I am still using my phone as a camera.Because of the lighting the collar tabs appear to have a light pink color to them but they are gold,and can someone tell me if the aquillete is hooked in the right place.
