Interesting Sling

I've had this sling for quite a while. In pretty nice shape but hard as a rock. Takehito interpreted the markings as being "NA-HO 1698". He says it may be for an artillery unit in the Nara area. I'd like to see if you guys agree with him on this. It's a Type 99 rubber coated sling with the 3 + 3 adjustment hole pattern. I think it would be really hard to put it on a rifle (even with heat) without lots of the rubber flaking off. So, I've always left it as it since it displays pretty well alone.

Not totally comfortable with his interpretation, but cannot offer any sensible alternatives at this time either.
