    I wonder if it's an anti-Japanese flier that the Chinese dropped(or distributed) to their own men to "motivate" them? Just a thought.

    It is most likely propoganda, it would have either been dropped on the enemy to lower morale and dropped on their own soldiers to boost morale. I dont know which side this is from, or who dropped it.

    Hey Boys, I just got one of my staff to translate this. It is for the Chinese population, from the Japanese.
    It reads clockwise from the top:
    Gentlemen, which path should we take?
    Look! Whomever takes the civilian path will get to the Happyland.
    Gentlemen, If you're a real Chinese you should take the civilian route....Hurry!
    Look! Whomever takes the fighting path will end up dead.

    The Japanese dropped these all over southern China from 1937 onwards.
    I have one somewhere that was dropped over Hong Kong in English, saying things like resistance is futile and "Who is with your wife right now?". I'll try and find it and scan it in.
