Japanese flight navigational tool(?)

Article about: I believe this is a wwii navigational tool. I am thinking it would have been used by pilots for directional purposes.

    My interpretation of the 281 marking would be the 281st Air Group, which has a webpage on Japanese Wikipedia here:

    アンパサンド - Wikipedia

    Last located in the Marshalls, Roi Namur.

    Awesome Tom! Really appreciate the historical understanding for this. Looks like the 281st was a fighter group equipped with A6M "Zero" aircraft and were wiped out with the surprise USN air attacks and subsequent invasion of the Kwajalein Atoll - not reformed after that. I would assume that is where this item was picked up from. Thanks for you research into making this relic "speak".
