Japanese Helmet on Ebay, Urgent

Hey guys

I've been looking for a reasonably priced Japanese helmet for a while now and this one popped up. Thoughts? To me, it looks like the badge may be a repro, but the rest looks solid

It looks like a good original civil defence helmet to me. I suspect somebody has added a naval device to the front to make it look military, but I cant help with the insignia.
