would this be military related or personal? Are the stampings names or something else?

These are hanko which are used for signing official documents. They are still in use today in Japan. In fact, I was given one many years ago by friend. They represent the name of the owner. The orientation of the stamps shown is upside down. There would be no evidence these had any military connection.

LIFE'S LOSERS NEVER LEARN FROM THE ERROR OF THEIR WAYS.
As Bob says, these are name-stamps.
#1. 小原 [upside down] Ohara [he was Irish!] (^__^)
#2. 實名 [upside down] "Jitsume" *
#3. 横須賀 Yokosuka
#4. 川島 Kawashima

* Edit. This looks like it might be 實名 "Jitsume" which means "True Name". If I'm correct, then the set MIGHT have been used in an office setting [military/civilian].
