Japanese sun helmet?

I would appreciate some opinions on this helmet that is on offer with some other Japanese items.

I assume this would be a private purchase item, it looks alright to me, but I'm not convinced about the badge, I haven't seen one like this before.

Sorry, can't help much. The bolded first line on the oval manufacturer's label is:

活字スタンプ
Katsuji sutanpu
Print stamp

The name card contains a kanji I cannot read -- too fuzzy. The family name begins with "ichi"
一 [?] 次朗
Ichi~ Jirō

I cannot make out the red oval seal.
