The optics are actually fantastic. I was shocked. They seem perfectly clear to me. Any idea why it wouldn't be serial number marked or why there appears to be some type of epoxy on it?

Goo Gone? I've used it on other things, but not a painted vintage scope.
You might wish to test the application on something else first, or on a small section of the optics.

I believe the scopes are blued. I don't think goo gone will harm it...
This scope is likely for a type 99, cutback sniper rifle. Scopes are always painted. Try Goo Gone on end of QTip but proceed slowly. If it doesn't work try mineral spirits or paint thinner. The reason the scope has no serial number is that it was never assigned/issued to a rifle. Any rifle scope is extremely valuable $$$
