Save your money on this one.
It is not one of the military patterns (types 5, 98 or 3), as used during the Second World War.
I cannot say for certain exactly what it is (though someone will soon!), but it is possibly a student or civil defence garment, with Army Officer rank (2nd Lt) added, to dress it up a bit.
