The top kanji look to say: Serving with Utmost Sincerity
The far side line of vertical kanji say: Praying for [your] eternal fortune in war
The line of kanji next to it is the soldier's name
The vertical line of kanji below the above two looks to be an Army officer's name, looks like Takahashi. I can't make out the rank that clearly, but it looks to be for a Major General, which would be pretty cool.
If you don't mind me asking, what is the provenance of the flag?

    陸軍少将高橋確郎
    Rikugun Shōshō Takahashi Kakurō

    Takahashi Kakurō
    野砲兵第2聯隊長
    Yahōhei Dai 2 Rentai-chō
    Commander, 2nd Field Artillery Regiment

List of regimental commanders of 2nd Field Artillery Regiment. Shows Kakurō as a colonel as regimental commander.

2nd Field Artillery Regiment (sorry, in Japanese). A couple of small photos of the old regimental building that is now the Miyagi Prefecture art museum in Sendai.

    Hello,

first, thanks Tom and Guy your input is greatly appreciated! I purchased the flag from a antique shop, about 5 years ago. When asked,
the dealer could only tell me, that the children of the deceased vet had brought the flag in and he bought it. The dealer did know the seller,
and gave me a name and a phone number to reach her. I made several attempts to contact her, and she never called back. Sadly to say
    the story has been lost.

    Take care, Mart

    Ichino Isamu-kun
    Mr. Isamu Ichino

When not a given name, is pronounced Yū; it means bravery; courage; heroism.
