It looks like tarnished gold bullion to me.

If this is supposed to be the ensign patch for the left sleeve of the flight uniform, as introduced on 15th August 1934 by Navy Ordinance 150, it is indeed off spec as the looped tape is supposed to be in yellow silk. Also the bottom line is out of spec tolerance as well, because the clearance on all sides from the edge was supposed to be exactly 3 mm. So it's wrong in more ways than one, but whether they made repros or film costumes in this way, I cannot tell, because it's outside my expertise.
