Need Help! Navy Bag Translation

This bag is navy & has kanji for secret. I'm wondering what it would of held & it's true purpose. Thanks in advance

That is an air raid evacuation bag used at a town's administration office to contain key navy-related conscription papers that they could not afford to lose in a fire, during air raids. The clerk in charge needed to carry the bag every time he/she evacuated to a shelter.

Note that the modern earthquake evac bags for households have the same kanji in red in the picture below.
