These books are very interesting.
Yoichiro Okamoto was a farmer in Shiga Prefecture, who first got drafted in 1925 into the 22nd field artillery regiment and called back several times as a reservist, the last call-up being in 1941. He served in Nanking China and Pyongyang North Korea. The paper was from his unit addressed to the village elder proving he was honorably discharged in Sept. 1940 to return home.

That is Emperor Showa's Enthronement Rescript, which later officially got printed into the passbook from April 1927. Your pass was issued in the last days of Taisho, and when the new Emperor ascended the throne, they printed the rescript and told soldiers to paste it into their passbook. See here for more.
