Translation on coin

Article about: I had a fellow call me and said this coin was a survival coin, what ever that means. He asked if I could translate it I told him I could not but I know a few people that may be able to help.

    Hi Marty,

    Top coin, right side says Meiji 12th year (1924), second row from the right is 9th month (September), 1st day. Third row from the right 11 (?), 50 (?) bun (maybe short for buntai meaning section a unit of about 13 soldiers but I'm not sure). the left row looks like it ends in year again. Sorry I don't have more time to figure this one out, it's a really interesting piece being an American coin. I'm sure more help will be along soon. Thanks for posting it.

    It looks to be a commemorative coin for the Great Kanto earthquake of September 1st, 1923. There is even kanji for the time of the quake: 11:58 (I am assuming that kanji is 8, it is kind of wonky). The other side has a koi(?) fish with "Earthquake disaster commemorative" in kanji. Interesting that they used a US coin for it. Kind of reminds me of Homma's comm. coins when he invaded the Philippines.
