By itself, 指 means direct (verb).
I'm guessing it's short 指揮官, which would mean commander; so this would mean commander of "5th subunit" of the "7th unit".
This is just a wild guess so take this with a grain of salt.

指 could be 指揮部 Command post/Headquarters instead of 指揮官 commander.
