It's a public statement from the US Army Supreme Allied Commander to city residents. The first paragraph states the US Army does not want to openly injure Japanese soldiers who have become powerless.
Sorry, translating is not my field and requires tooooo much effort from me. This document might have been issued by the G-5 (Civil Affairs) staff.
