The tin can is an Army medic's camphor and morphine ampoule set. What those specific tags are indicating I cannot tell, but such tags are commonly used to assign people to chores in a job rotation plan, absence/presence at office, etc instead of writing on blackboards. The 3 triangles if shown the other way around would have meant pine forest on a map, but doesn't ring a bell like that. Other tags are 3 and 4 digit numbers. If everything came together, the tags might also be bed numbers at a military hospital.
