Can someone tell me if this is ww2? The pic looks pre-war, or very early war. A translation would also be greatly appreciated. Thanks in advance.

Emperor Meiji. I thought so because of the gold imperial chrysanthemum, but wasn't certain. I was able to find a similar image. It's date is probably close to 1910, when he died.
