I'm not a big expert on the Luger holsters but they stopped putting the cleaning rod holder in around 1934. And judging from the photos it may be a reworked, even an artillery holster that was reworked for WWII.
In a police context S. B. means Schutzpolizei Berlin. 16687 is the individual equipment number.
The closing strap is the police version as opposed to the military which closed downwards with a buckle. The holster was converted after WW1.
I think I can make out J. R. 16 which would be an earlier military marking - Jager/Infantry Regiment 16.
The maker is I think Hans Clemen of Elberfeld.
