It's listed in Tieste as Tirschenreuth-Kemnath 36-01.

As Torsten already pointed out, Tirschenreuth is a town in Bavaria's Upper Palatinate district. It is also the capital of the eponymous county (Landkreis), in which the town of Kemnath is located, too.

So, this was an event badge for the 1936 NSDAP rally of the Kreis Tirschenreuth held at Kemnath in 1936.

(A Landkreis - or Kreis, for short - is a county; the equivalent in the NSDAP's regional structures was also called Kreis, but this was not necessarily identical to the county and could actually encompass several Landkreise, especially in weakly-populated regions.)
