The badge is a rarely seen one and was a specific NSB badge to identify membership within the 'LUWA' (or 'Lucht Weerafdeling').

Could armband this be Dutch? No markings.

This variation would seem to represent an example of the Dutch TN Armscheibe, being sewn onto the Cotton Armband.
Markings, I'm not sure. I can not answer that question.
