VDAV is Vereinstag deutscher Arbeitervereine (Congress of the German Workers Association). Fur hervorragende leistungen is for outstanding achievements.
I'm guessing a photographic club in the VDAV.

Sorry, but that's a different VDAV.
Here, VDAV stands for Verband Deutscher Amateurphotographen-Vereine. [Association of German Amateur Photographers' Clubs.]

Hi William,
That is correct. This is a plaque awarded 'For Outstanding Services' by the V.D.A.V. (Verband Deutscher Amateurfotografen Vereine - German Amateur Photographic Society) in the district of Bayern. It may well be pre Third Reich, there are no nazi insignia, so who knows?

It is an old Germanic name, revived by the Nazis, but not invented by them.
