im new to all that here but i give it a try, the collar tabs are NSDAP Political tabs and the bird looks like an italian cap badge, i hope im right

The NSDAP tabs are the 4th pattern insignia for the grade of Ober-Gemeinschaftleiter at the Ortsgruppen or local level.
