A better pic of the obverse enamel would help but I am leaning towards this being a period produced HJ Member badge , opaque enamel by an Unknown Austrian maker . You might do well getting some better pics and posting to the HJ Research Forum . Forum has an ongoing list of HJ badge makers ...
