These small stripes, known as "Verdienstabzeichen" were introduced
with the uniform-regulation "Dienst-Vorschrift der PO" (Politische
Organisation), dated July 15, 1932. The year from the insignia was
the year of entry within the NSDAP-organisation. It was allowed to
wear it (Kann-Vorschrift), but was not duty.
The first year mentioned in the regulation was 1925. It was decribed as:
with the width of the square (Quadrat), 1.0 cm wide with silver year-
numbers.
All of these insignia were in fact already abolished with the introduction
for the new political leaders uniform. This new uniform was already planned
with the date September 28, 1933 and actually worn ultimate 1933, but
granted officially by Hitler with the date January 20, 1934.
Most of the insignia as mentioned in the July 1932 regulation were abolished
for wearing (for example the various arm-diamonds with eagle or other symbol).
But as always one offended to the orders, as shown with this photograph.
Gauleiterstellvertreter Kurt Schmalz does wear both above the armband.
About originality I do not have an opinion. I just wanted to inform about the
announced facts!
