as far as i know this was used by an amstwalter (administrator?)?! but was was he administrating? had it something to do with the rallies (Reichsparteitag) or for some local issues?

This was worn on the upper left sleeve of NSDAP Amtswalter. It is an early insignia that was discontinued during the four changes of leader uniforms.

Amtswalter does not mean administrator (that would be "Verwalter").
The legal term Amtswalter as such is actually not a Nazi invention and is still in use today. Basically, it refers to any person - irrespective of occupational/legal status - holding an office in the public sector.
In the NSDAP context specifically, it referred to any Party functionary.
