Looks like a nice M1 era Zimmermann w. a buttonhole attachment. Common maker. This type of attachment is certainly less common compared to the regular pin and catch or even stickpin style. Finish is the typical silverwash, nothing special there.

Nice "3rd pattern" hoheitsabzeichen, not "rare" , but definitely not a bad addition to your collection... especially seeing as these are usually rather cheap.
