    This is the wartime collar patch worn by NSKK units attached to military units; commonly worn by the NSKK's non-German volunteers.

    It's the NSKK national emblem (an eagle-and-Swastika topped by an "NSKK" scroll); this patch existed both with the eagle in vertical and horizontal orientation.

    As usual, my colleague HPL2008 is correct. This insignia was worn by members of Transport Gruppe Todt and became obsoete when the units became Transport Speer. However, in many cases, the old insignia was still worn.
