Is she a "Helferin" and if so what does the sleeve badge indicate. The same cross is under the eagle on the cap.

No Luftwaffe connection, and not even German: This is a Norwegian political uniform.

I don't have my references here right now for more details.

In any case, the cross is the "Cross of Saint Olaf", used as the symbol of the Nasjonal Samling.

I'm home and can now tell you that she is a member of the Gjentehird, i.e. the teenage girls' (more precisely, the 14- to 18-year olds') section of the Hird's female branch.

The uniform is dark blue with a yellow blouse and black tie; the arm badge with the Solkorset [sun cross] is in silver and red.
