It's a Bahnschutz insignia, for a cap perhaps?

The badge has nothing to do with Reichsbahn, nor Bahnschutz.
It is officially known as "Mützenabzeichen der Deutsche Arbeitsfront"
and meant for tramway companies in relation with the DAF. The order from Ley
about it was published November 24, 1936 in the "Amtliches Nachrichtenblatt
der Deutschen Arbeitsfront" and granted to managers and employees of German
tramway concerns, as well as private and small scale railway concerns when they
conformed to provided conditions and requirements. Companies got a document.
Officially a 100% DAF membership was required!
The one with the three Blitzen was phrased as Abzeichen für Strassenbahnen;
the badge without them was for Klein- und Privatbahnen.
An extensive article about them was published in the Military Advisor from
winter-2003/2004 (volume 15, number 1) with eight pages with badges,
documents and the way of wearing by males and females
