It is very interesting.. I believe this to be the same insignia worn by the German Olympic teams.. There are many photos of this insignia (or something very similar) being worn by the German athletes at the 1936 Summer Olympics in Berlin..

Here is one on emedals and I am not sure of the authenticity.. but you can see the differences from your insignia and the back of the other insignia on emedals..

That's right. It is the patch worn by NSRL sportsmen and -women on outer garments like blazers or jackets. A woven version was worn on sports shirts etc. I cannot comment on authenticity.
