Looks like a NSKOV veterans membership stickpin. Will defer to others on originality as I can't tell from the quality of these pictures. The ones I have seen are silver but my observations does not mean that gold ones did not exist. I just haven't seen them. BTW. this is a first pattern pin.

It's for the Navy veterans' organization, the NSDMB [Nationalsozialistischer Deutscher Marine-Bund = National Socialist German Naval League].
NSDMB eagles are always gold; you're probably thinking of the Soldatenbund eagle, which looked similar, but was silver (and didn't have the anchor, of course).
